Fintech Marketing in Wilmington
Wilmington has been a banking and credit card town since Delaware passed the Financial Center Development Act in 1981, and a state banking law signed in July 2026 now covers digital assets. We help fintech companies in payments, lending, cards, wealth and banking software build trust and grow, with plain-language websites, fintech SEO, paid campaigns prepared for compliance review, and CRM journeys that move new signups to funded, active use.
Delaware's money business, then and now
Built on a 1981 banking law
Delaware's Senate majority caucus credits the Financial Center Development Act of 1981 with bringing thousands of finance jobs and, in time, most of the nation's major banking and credit card companies to the state, with roughly 30,000 finance jobs at the late-1990s peak. In New Castle County in 2023, credit card issuers still employed 3,447 people and banks and other deposit-taking lenders 22,529.
New rules for digital assets
Senate Bill 16, the Delaware Banking Modernization Act of 2026, was signed on July 6, 2026. It defines digital assets and virtual currency in the banking code, expands the State Bank Commissioner's authority and must be implemented within a year or upon final regulations. The Commissioner already licenses money transmitters, check sellers and licensed lenders, so compliance-ready marketing is not optional here.
Card issuers, banks and a fintech hub
Barclays US Consumer Bank, a leading co-branded card issuer, bought its U.S. headquarters near the Riverfront in 2021, and WSFS, founded in 1832, runs a technology-driven equipment finance company called NewLane Finance. In Newark, the University of Delaware's six-story FinTech Innovation Hub opened with Discover Bank as a major partner and was about 95 percent full by October 2023.
What fintech marketers must get right
Trust before signup
People hand fintech firms their money and their data. Security details, licensing, named banking partners and easy human contact have to appear before any call to action.
Claims that pass review
Rates, rewards and approval language face state and federal rules. Every ad and landing page needs a documented compliance review before launch.
Expensive clicks
Clicks on finance keywords are among the priciest anywhere. Measuring on funded, active accounts instead of signups keeps budgets honest.

Questions and answers
Delaware's 1981 Financial Center Development Act drew out-of-state banks and card issuers, and the state's Senate majority caucus says most of the nation's major banking and credit card companies came to call Delaware home. That legacy shows in 2023 Census counts: 18 credit card issuing locations in New Castle County employing 3,447 people.
Senate Bill 16, signed in July 2026, adds definitions for digital assets and virtual currency and broadens the State Bank Commissioner's authority. Firms touching those areas should follow the implementing regulations as they arrive, so we build campaigns from approved language and keep a dated record of every compliance sign-off.
Your compliance reviewers, every time. We draft from your approved claims and required disclosures, send copy and creative through your review process, and log each approval with a date before anything goes live.
